Spotlight on the States: South Carolina Department of Education

Gifted education in South Carolina changed dramatically in 1999 with the passage of amended regulations for gifted programs. Established when former Secretary of Education Richard Riley was governor, gifted regulations had not been responsive to changes in the field for more than 10 years. The South Carolina State Department of Education, in partnership with the state affiliate (South Carolina Consortium for Gifted Education) and higher education (Converse College and College of Charleston), made the commitment to address these needs and to engage in research and data collection for the purpose of continuous program evaluation at the state level. This commitment led to yet another revision of state regulations for gifted programs in 2004.
